Governor Mike Dunleavy has allowed HB 110 to become law without his signature as of June 23, 2026. The legislation enables Alaska to fulfill its commitment to the federal Rural Health Transformation Program by participating in interstate compacts for behavioral and medical health professionals.
Originally introduced as a Social Work Licensure Compact bill, HB 110 was later amended to include four additional interstate licensure compacts, including the Psychology Interjurisdictional Compact (PSYPACT).
The compacts included in HB 110 are:
  • Social Work Licensure Compact – Allows licensed social workers to practice across participating state lines.
  • Psychology Interjurisdictional Compact (PSYPACT) – Allows psychologists to provide telepsychology services and temporary in-person services across state lines in other PSYPACT member states.
  • EMS Personnel Licensure Interstate Compact (EMS Compact) – Supports workforce mobility and deployment for emergency medical services personnel.
  • Interstate Medical Licensure Compact (IMLC) – Streamlines the licensing process for physicians seeking to practice in multiple states.
  • PA Licensure Compact – Enables physician assistants to practice across participating state lines.
PSYPACT will take effect in Alaska once the appropriate licensing board completes the process required to join the compact. At this time, it is unclear when the board will begin implementation.
Currently, PSYPACT has 43 member states. Iowa and Louisiana also passed PSYPACT legislation this year and are expected to join Alaska as the compact’s newest members.
The Alaska Psychological Association (AK-PA) is working to schedule a 3-CE PSYPACT 101 workshop in October to help psychologists in newly participating states understand the compact’s requirements, application process, and opportunities for interstate practice.
